Study On Zhoushan Dinghai District Urban Management Comprehensive Law Enforcement Of Internal Supervision

In2007,Dinghai District carried the relatively concentrated system of administrative punishment in the field of urban management, making Law Enforcement Bureau of Urban Management exercise part of the functions such as city appearance and environmental sanitation, urban planning, municipal utility management, environmental protection, business administration, public transport, river management and so on. At the same time, through continuous improvement, it tries to meet the needs of urban development and management. So far, urban management in Dinghai District has achieved good social effects, maintaining a favorable environment.With further expansion of the city, urban management is shouldered with more functions. Meanwhile, centralized enforcement brings about a large number of contradictions. Contradictions between public and agencies of law enforcement increase. Unjust enforcement, inadequate enforcement and illegal enforcement put the agencies in the opposite side of the public.This paper aims to study the internal supervision of comprehensive enforcement in Dinghai District. Firstly, related concepts, like comprehensive urban enforcement and internal supervision, are described; related theories are quoted.Secondly, followed by a series of investigations and researches, situations of urban management in Dinghai District are analyzed, including the subject of supervision, methods and achievements, thus pointing out the main problems in internal supervision, as well as the in-depth analysis of the reasons. After that, a lot of readings about urban management and internal supervision of other cities and developed countries, an enlightenment that internal supervision should be strengthened is obtained.Finally, through related theories and practical experiences, combined with the actual situations in Dinghai District, the author puts forward measures to enforce internal supervision from4aspects, the reform of hierarchical supervision, the reinforcement of specialized supervision, the reinforcement of sibling supervision and the improvement of internal system.
