The Impact Of Tenure Of Officials On The Sustainable Development Of PPP Projects And Its Resolution Mechanism

PPP model provides a new way for China's public infrastructure construction,after nearly four decades of development,on the one hand,it relieves local fiscal pressure in the context of government reform and new urbanization,improve the level of supply and efficiency of public goods.On the other hand,the PPP model expands the investment of private capital,so that more private capital to participate in the public sector to invest,promote the cultivation of modern market system and the adjustment of economic structure.The implementation of PPP model has become an important part of the reform of government system,but also to promote the transformation of government functions an important driving force,China's government is in the infrastructure,public utilities and other fields,promote actively in the social capital cooperation model.But at the same time,our local governments are still in the initial stage of the implementation of the PPP model.There are still many problems in the development of the project.This is mainly because of the centralized system in China,based on the theory of government economic cycle and the theory of government failure,exploring the term behavior of local officials under incentive theory.From the perspective of PPP project full cycle,to study the actual impact of officials' performance on the project preparation,construction,operation and other stages of performance.This paper makes a theoretical explanation from the perspective of short-sighted and short-term behavior of term behavior,and draws out the hard constraints of long-term development of PPP project,such as decision-making short-sighted,local government debt,supervisory deficit and government credit crisis.The paper analyzes the influence mechanism of local government contract softening,change of policy regulations,local financial sustainability and regional economic development planning adjustment on the failure of PPP project.Therefore,based on incomplete contract theory,this paper explores the mechanism of the impact of tenure behavior of local officials on PPP projects from the perspective of motivation.From the perspective of the full-cycle PPP project,this paper studies the practical impact of official performance under the guidance of performance on the stages of project identification preparation,construction and operation,and handover.Specifically from the perspective of short-term and short-term tenure behaviorof the theoretical interpretation.First of all,it draws four kinds of hard constraints,short-term decision-making,hidden risks of local finance,oversight of government and government credit crisis which make the tenure constraint cause the sustainable development of PPP project.Finally,this paper further explores further the mechanism mechanism of the impact of the three terms of tenure constraints on the sustainable development of PPP projects,including contract softening,the risk of regulatory changes in local policies and the tenure of regional economic development planning.Finally,this paper proposes a mechanism to resolve the hard constraints of PPP project tenure:First of all,it is necessary to improve the incentive mechanism of current local government officials' term performance by reducing the proportion of GDP in performance evaluation and inspecting the promotion of officials.Secondly,it is necessary to strengthen the government's compliance mechanism for PPP projects,evade government tenure risks through the establishment of PPP special regulatory mechanisms,and conduct lifelong legal responsibility for PPP project responsibilities during official tenure,and standardize officials' term behavior such as short-sighted behavior and self-serving sexual behaviors.Moreover,it is necessary to regard PPP as an important part of the handover of officials,clarify their powers and responsibilities,find loopholes and problems in a timely manner,and inspire officials to be self-disciplined with respect for discipline and honesty;Thirdly,we must establish and improve the scientific mechanism of PPP cooperation framework,starting from the scientific PPP project access and approval mechanism,professional personnel training,the whole process of supervision system and evaluation system;then,pay attention to the audit of outgoing economic responsibility of officials Role,to strengthen the effective supervision of officials decision-making;Finally,the establishment of PPP special assessment mechanism,through the scientific setting of assessment indicators,the introduction of external evaluation and supervision system,the project a full range of assessment,and the assessment results can be applied to curb the tenure of officials due to unsustainable PPP projects unsustainable.
