Study On Government Monitoring And Early Warming System Of Network Opinion

Since the last century,the famous German sociologist Ulrich Baker put forward the concept of "risk society",feed-forward control management thought in social governance get attention once again.With the continuous popularization of the Internet and the ability of the people to participate in politics through the Internet,the effective management of the network public opinion has become an important part of the government's social governance.According to the characteristics of the development of public opinion on the Internet,it is necessary for the government to monitor and supervise the network public opinion,and it is also the embodiment of the government's use of the idea of feed-forward control.China's network of public opinion monitoring and early warning system research is in the ascendant,but in practice also exposed a lot of problems.The application of feed-forward control thought in social governance is mainly embodied in the establishment of social early warning pre-control system.On the basis of analyzing the theory of feed-forward control,this paper analyzes the existing problems of public opinion monitoring warning system modules and excavates the causes:cognitive,organizational,institutional,technical and financial barriers.Finally,this paper tries to establish a network public opinion monitoring and early wanning system model with feed-forward control characteristics,and the corresponding countermeasures are put forward from five aspects to perfect countermeasure:cognitive transformation,organizational arrangement,system construction,technology upgrading and capital investment.
