The implementation of China’s family planning policy and the aging of population are becoming more and more serious,which have posed great challenges to the original family-based care for the aged.Among the current aged care practices,home-based care has low service level and few service items.Relatively speaking,in terms of service provision alone,institutional aged care services are more recognized by the elderly and their families.However,the capacities of public aged care institutions are constrained by the conditions of capital,personnel,supply and management level,and it is hard to meet the material and spiritual needs of the elderly.On the other hand,private aged care institutions are capable of providing personalized services according to the different needs of the elderly,and the management and operation level of these private institutions are relatively high,therefore it has become an important supplement to social aged care services,but the operation ability and government policy guidance of private aged care institutions restrict their development.As of January 2018,the number of senior citizens aged over 60 in Huizhou has increased to 481,000,with the aging level reaching 12.8%.Meanwhile Huizhou is faced with greater challenges in family-based care,lack of capacity of public aged care institutions and urgent need to develop the city’s private aged care sector,etc.Taking Huizhou’s private aged care institutions and the aged care policy as the research objects,the first part of this paper analyzed the current development status and problems of the private aged care institutions in Huizhou and then analyzes the insufficient profitability of Huizhou’s private aged care institutions,lower level integration of medical service and aged care,insufficient professional competence of care givers and inadequate application of Internet technology and the causes of these problems.The above problems of Huizhou’s private aged care institutions are not only related to their own lack of operational planning ability but also related to the government’s elderly-care policy.So this paper analyzed national,provincial and municipal aged care policies,and then analyzed the government’s purchase of aged care services of the supervision mechanism of the government’s purchase of aged care services.The author finds that the guidance and support of the policies related to Huizhou aged care are not enough,the government’s purchase is insufficient and the supervision mechanism is lacking,the mechanism for integration of medical service and aged care is missing,and the training and supply system of professional talents lags behind.Based on the analysis of the current situation of the government’s elderly-care policy,problems and causes of the problems,this paper proposes to guide Huizhou’s private aged care institutions to operate effectively and develop rapidly from the perspectives of strengthening policy guidance,perfecting system construction,introducing the government’s purchase,implementing comprehensive security,standardizing purchase mechanism,perfecting evaluation and supervision,strengthening governance consciousness,optimizing service ability,combining local actual situation and perfecting talent training system,which will supplement the capability of Huizhou’s social aged care services and end the inadequacy of the services. |
