Study On The Purchase Of Home-based Care Services By Chengdu Chenghua District Government

According to relevant statistics,by the end of 2018,the proportion of the elderly aged 60 and above in China's total population has reached 17.9%.Population aging is the embodiment of China's economic and social development and progress,but also to China's economic and social development has brought severe challenges.Under such a severe situation,how to realize the goal of "supporting the aged,doing something for the aged,treating the aged,enjoying the aged and learning the aged" becomes more prominent and urgent.The report of the 19 th national congress of the communist party of China(CPC)put forward that "we should establish a policy system and social environment for supporting the elderly,showing filial piety and respecting the elderly,promote the integration of medical care and old-age care,and accelerate the development of undertakings and industries for the elderly".In recent years,some local governments have begun to explore and implement the purchase mode to provide elderly care services to meet the increasingly diverse needs of the elderly.This article selects into greater China as the research area of chengdu,in response to the growing aging population,solve the problems of the "old time",into greater China took the government to buy home endowment service way,to ensure that the elderly abetted.But in the process of implementation,the effect is not ideal.Therefore,it is necessary to explore the problems of home care services purchased by the government of chenghua district,understand the current situation,analyze the existing problems and their causes,and put forward corresponding countermeasures and Suggestions to promote the government to purchase home care services and improve the quality of life of the elderly.On the concrete research,this article first on the basis of the research background and research significance,combing the domestic and foreign research situation about the government to buy endowment service,sorting out and in defining the relevant concepts and related theory foundation of the premise,through the questionnaire and interview to district of chengdu,the basic situation of the analysis to the district government purchase home endowment service,found that the present situation of the government purchase endowment service funds shortage,imperfect laws and regulations,lack of industrial promotion mechanism,lack of talent training,service personnel quality is not high,the service project is imperfect,and the old identity problems of pension services.Finally,based on the experience of putuo district of Shanghai and xicheng district of Beijing,the author puts forward some Suggestions to promote the healthy development of home-based care services purchased by chenghua district government.
