The Government Buys Community Home Care Services Research

As our country steps in the aged society,the aging and of population brings austere challenges to the services for the aged.The lack of institutional support resources for the elderly and obvious contradiction between supply and requirement severely hinders the development of old-age security cause in China.After few years' research and practice,the community services for the aging at home is the endowment model which is tally with the actual situation and most acceptable to the mass of the aging.Government purchase of the community services for the aging at home attracts more and more attention from governments and the whole society.In the 18 th congress of the party,it is stressed that governments should expand purchases of social public services to ensure that the benefits of development are shared by all the people more fairly,which indicates directions,clarifies thoughts and the focus of work for furthering governments to purchase the community services for the aging at home.This paper is divided into five parts.The first part elaborates on government purchase of the community services for the aging at home,from the perspective of the related concepts and theoretical basis of the study of community service for home care of elderly.The second part carries out detailed analysis and arrangement of current situation and supplies and demands of purchasing the community services for the aging at home of Wuhua District government through questionnaires,knowing the needs of the community services for the aging at home and hoping that governments can provide more endowment service modes.The third part finds out that such problems as the lack of organizational guarantee and capital investment,low cognitive rate and satisfaction degree,imperfect system as well as low professional qualities of staff exist in the government purchase of home care services by means of actual investigations and studies.The fourth part makes full use of and refers to some experiences and practice in some advanced countries.The fifth part proposes the countermeasures and suggestions from the following eight aspects: perfecting policies and regulations relevant to the government purchase of home care services,strengthening the organizational guarantees of the government purchase of home care services,increasing financial support for efforts in the government purchase of home care services,innovating community aged care model,accelerating the cultivation of social organizations of community aged care service,strengthening the professional construction of community aged care service,stepping up publicity efforts of the new concept of community aged care service.Through analysis and research,the author finds that strengthening the government purchase of home care services is an inevitable requirement to deal with the aging of the population as well as improving social security.The government purchase home care services in China is still in its infancy stage,which requires the joint efforts of the country,society,families and individuals to achieve the desired objectives and results.
