Civilized city refers to the city whose economic,social and other undertakings simultaneously developed,political civilization,material civilization,spiritual civilization and ecological civilization highly coordinated,the overall quality of citizens and the civilization situation are at a higher degree.According to the National Bureau of Statistics data,our urbanization rate increased from 10.64%in 1949 to 54.777%in 2014.In the case of continuous improvement of urbanization,material civilization is in an uncoordinated situation with spiritual civilization and ecological civilization,and this may lead to an unsustainable situation of China's urbanization development.Government is the key body to create a civilized city,and plays a good role model in guiding other subjects to participate in the construction of urban civilization actively.Therefore,the transformation and optimization of government functions is particularly critical in the process of creating a civilized city.The government should change properly and optimize its function for the public,provide public goods and services in a higher quality,and give a positive guide to the city residents.Then he city's overall quality level will be improved and the healthy and sustainable development of cities in China can be promoted.National Civilized City Selection activities has been held for four years,but the impact of the creation of civilized city on government function optimization was just been highlighted.Therefore,in the case of creating a national civilized city,it is of great theoretical and practical significance to study the optimization of government functions.In the fourth National Civilized City(District)Selection in 2014,through the Central Civilization Office of the appraisal,Haidian District,access to the title of the National Civilized City.The results show that the functions of the Haidian District government in the construction of the civilized city are mainly:the authority of the management agencies cross,the streets do not give the authority of the law;traffic environment order governance lack of long-term mechanism;special regional governance lack of a certain extent Of the coercive measures;law enforcement supervision forces are not in place and other issues.The author suggested that the Haidian District Government should clarify the functional status of the street office,solve the problem of cross of authority and responsibilities,rectify the traffic service mode,combine the end enforcement and source management,establish a joint system of community governance,strengthen the management system Community grid management;from the perspective of creating the main implementor,should improve the social management of urban and rural integration system,strengthen the special regional transformation efforts to strengthen the standardization of community construction,improve community service station service functions,strengthen social organization,promote management functions to Service functions change;from the perspective of financial resources providers,should strengthen the diversification of spiritual civilization construction investment,increase the community governance system reform funding,increase investment to promote the wisdom of the community and the wisdom of the village construction work.
