Research On The Relationship Between Government And Enterprises In The Process Of State-owned Enterprise Reform

The relationship between government and enterprises is an important task for the reform and development of state owned enterprises.The striking feature of traditional state-owned enterprise management system is non-separation between the government and enterprises.As the main body of market economy,the enterprises are inefficient.Since the reform and opening up,state-owned enterprise reform focused on “separation of government and enterprise”-the core of the reform;“marketization”-the basic direction;“invigorating Enterprises”-the fundamental point.Face on the new normal of medium speed growth economic,economic restructuring and upgrading,the state-owned enterprises have entered a comprehensive deepening of reform phase.This paper focuses on how to understand the relationship between government and state-owned enterprises,summarized the adjustment in the relations between government and state-owned enterprises during the decades of reform and opening up process.Based on the experience from the foreign country analysis the current status between government and state-owned enterprises,problem in it and the reason,getting some conclusion.By analyzing the relationship between the Chinese government and Chinese state-owned enterprises and learning experience from the relationship between foreign government and state-owned enterprises,this paper reaches the following conclusion.There is a natural link between state-owned enterprises and the government.But from the perspective of government and state-owned enterprises,separation of government and enterprise needs individual efforts.Further distinguishes of the functions between government and state-owned enterprises are still needed.Personnel System of the State-owned Enterprises should be reformed.Managerial mechanism of enterprises requires further improvement.Excessive government intervention should be reduced.
