With time flying,the performance evaluation has achieved so many good results that it has been accepted by most of enterprises.In recent years,the performance management,which is aiming at improving the performance of local government,plays an increasingly important role.This paper aims at building a set of performance evaluation scheme,based on actual situation of A Retired Bureau.First of all,this article analyzes the research status of performance evaluation theory by expounding the basic connotation and methods of balanced scorecard.Second,this paper makes strategy map for A Retired Bureau,including four aspects of balanced scorecard.Third,this paper designs evaluation indications based on the strategy map,which includes strategy map indications,office indications and personal indications.This article also formulates evaluation techniques,including target standardization methods,weight allocation method and stratification and comprehensive evaluation method and so on.Four,this paper expounds the implementation and ensures the necessary security scheme of this plan.Finally,this evaluation system is used at A Retired Bureau.This makes a final results and summarizes the result of the comprehensive evaluation analysis.Through the combination of theory and practice,this paper builds a feasible solution for A Retired Bureau,applying the balanced scorecard and strategy map.The research results of this article helps to improve the overall efficiency of this bureau.At the same time,it can also provide a reference for other relevant departments.
