The Era Characteristics And Enlightenment Of The Setting Of China’s Policy Agenda

Policy agenda setting is a process that government departments transform social public problems into public policy problems through a series of choices.Under the influence of specific factors,we solve the problems by formulating public policies.Under different times and different social conditions,the characteristics of public policy agenda setting are also different,which should be influenced by economic development level,political system reform,social and cultural environment,and technological transformation.The characteristics of setting policy agenda in different periods are summarized to combine the policy agenda setting and characteristics of social development,discovered the law of development of policy agenda setting,to better serve the contemporary public policy activities,to provide a reference for the development direction and public policy agenda setting and path,which is scientific,rational and democratic development of the government decision making.Taking the era characteristics of public policy agenda setting in contemporary China as the research object,this paper combines the case analysis of agenda setting of shared bicycle policy,and explores the inspiration and requirements of policy agenda setting characteristics for policy practice.Specifically,the main contents include five parts.First,explain the background and significance of the topic selection,summarize the research at home and abroad,and introduce the research ideas and methods.Sort through on domestic and foreign policy agenda setting of related literature,combined with the existing research on policy formulation,implementation and other aspects,starting from the background of the contemporary society,that in order to improve the scientific and democratic decision-making of the government,it must be combined with the contemporary situation of the specific policy agenda setting characteristics.Truly reflect the public and legitimacy of government decision-making.Secondly,it expounds the important concepts,influencing factors and historical comparison of the history.This paper analyzes the epochal nature of policy agenda setting,focuses on the influencing factors of policy agenda setting characteristics,and makes a historical comparison and Analysis on the different characteristics of China’s policy agenda setting in different periods since the founding of the people’s Republic of China.Clarify the characteristics and influencing factors of the policy agenda setting,and analyze how these factors play a role in the practice of the agenda setting.And then,according to the differences and characteristics of the present conditions of our country,we can distinguish and compare the history,and find out the factors under the contemporary conditions.Thirdly,taking the case of shared bicycle policy in recent years as an example,we systematically analyze the process of implementing shared bicycle from emergence to policy case,and integrate all links of policy agenda setting into the case of shared bicycle policy.Then,on the basis of empirical analysis,by concluding conclusions and argumentation,combining with cases,we draw the conclusion of the new characteristics of China’s contemporary policy agenda,and provide some theoretical references for the research in this field.Finally,after concluding the conclusion,we will return the conclusion to reality,further think about the reality of our policy agenda setting,and put forward suggestions and inspirations for the science and rationality of the contemporary policy agenda setting from the perspective of characteristics.This paper argues that the policy agenda setting is a dynamic,historical,and changeable process,it cannot be generalized,jump to conclusions on it,but should be put on the development of the social environment,continuously the characteristics of its development regularity,history,theory and practice of research,so as to ensure the China’s public policy making more scientific,rational,democratic,feasibility,and the implementation of the policy to promote the effectiveness and rationality of public policy in China continue to improve and develop.Through the view of history combing,combined with analysis of specific cases and contemporary law,can be found in the policy agenda setting of China’s overall transformation from monism to pluralism,from centralized to decentralized change,change from centralization to the equality of the transition from the rational part to the whole rational,contemporary policy agenda setting also showed participants a wide range and the leading policy characteristics of equality and diversification of interests and public participation disorder,media development and the setting of the new change,the external pressure increases and public events,decisive agenda setting rationality and elite role salience,reflects the progress of our society and the continuous improvement of democratic politics.
