Research On Urban Shared Bicycle Governance

In 2006,urban public bicycles first appeared in China,and public rental vehicles began to enter the public life.Ten years later,in 2016,a new type of lease called shared bicycles appeared in major cities in China and abroad and became an important part of urban transportation.In February 2017,shared bicycles headed by ofo entered Zhengzhou and developed rapidly.According to the relevant data of the fifth urban comprehensive traffic survey in Zhengzhou at the end of 2017,the proportion of shared bicycle travel in Zhengzhou City has accounted for 50% of urban bicycle travel.The rapid development of shared bicycles in Zhengzhou is due to the rapid development of mobile Internet,the widespread use of smart phones and the maintenance of mobile payment habits of residents.On the other hand,it is a traffic jam in the city.Under the current situation,the demand for urban residents to travel for the last mile of travel has increased due to the rapid development of urban public transportation.However,in the two years of sharing bicycles in Zhengzhou,there are also many problems: a large number of shared bicycles are out of order,and the number of shared bicycles is too saturated;urban non-motorized parking facilities are difficult to cope with the development of shared bicycles,and a large number of sharing Bicycles are randomly stopped and occupied,occupying public resources;the uncivilized car behavior of the citizens frequently occurs.In order to solve such problems,Zhengzhou City has also introduced corresponding management measures,but the governance effect is different.The influence of a thing always has both sides.On the one hand,we need to share the convenient urban transportation that bicycles bring to us.On the other hand,we must also try to solve the new problems brought about by the development of shared bicycles.From the perspective of urban transportation and long-term development of shared bicycles,modeling data analysis method,and starts from the perspectives of government,citizens,urban planning and construction,and tries to solve the shared bicycle to Zhengzhou.The city brings many problems and finds effective ways to guide the sharing of bicycles to better serve the city.
