After the 18 th national congress of CPC,the government practices strict governance and constraints over the civil servants by introducing eight-point decision,six-point regulation and disciplinary inspection,which has strengthened the party building of incorruptibility and cleanness.Meanwhile,such reforms as paying scale,unity of duty and rank,endowment insurance and the shrink of non-wage income of civil servants is implemented in the context of deepening reform in all fronts.The changes in the professional environment make increasing civil servants quit their jobs.The increasing quitting of civil servants causes the disclosing of government secrets and technology information,inefficiency,image damaging and rights abusing.So,it is necessary to decreasing quitting and maintaining the stability of civil servants to improve the performance of civil servants.Turnover intention is the antecedent variable of resignation and can predicate the resigning behavior effectively.Besides,the turnover intention is affected by many factors.The paper,taking Kunming civil servants as the sample,based on Price-Mueller Model and from the model choosing influencing factors of turnover intention,analyzing the data corresponding to the questionnaire by SPSS19.0 according to international standards,studies empirically the seven factors influencing the turnover intention such as switching cost,job autonomy,distribution fairness,working load,and promotion opportunities.The study shows that those five factors are all the influencing factors of the turnover intention of civil servants,and among them,four factors,such as switching cost,job autonomy,distribution fairness and promotion opportunity,have significantly negative influence on the resignation of civil servants,but the factor of working load significantly positively affecting the turnover intention.The study also shows that promotion opportunities have the greatest impact on turnover intention,but the work load the smallest.According to the empirical conclusions above,For Kunming,this paper gives five suggestions such as the clear career advancement channels,increasing the professional switching cost,promoting the fairness,promoting the work autonomy,enhancing the management skills of governors.some actions should be taken to decrease the turnover of civil servants,maintain its stability,improve the performance and also enhance the credibility and enforcement of the government.
