Study On The Supervision Mode Of City Gas Industry

Gas is one of the important public infrastructure,and the city gas industry has basic,public and forward-looking characteristics,and its development has great significance on the city economy,society and environment.The past three decades is the rapid development period of Tianjin gas industry,and the gas business develops from a little to great,from weak to strong,and then provides reliable energy assurance for the economic development of Tianjin,social stability,people's quality of life's improvements,energy saving and the establishment of green livable city.At the same time,Tianjin gas industry supervision has also experienced the development process of the government management,according to the law of standardized management and industry integrated management.However,the widespread existence of the non-separation between government and enterprises in the supervision of gas industry,unsound gas industry supervision system,imperfect price regulation,safety supervision and competition mechanism make the government supervision form obstacles to the development of the industry to a certain extent,and the supervision system reform is imminent.This thesis first elaborates the basic theory of government supervision and city gas industry supervision,and then explains the necessity of supervision of urban gas industry from the present situation and the current situation of urban gas industry supervision in our country,and introduces the reform trend and current situation of foreign gas industry supervision;Secondly,this thesis expounds the present situation of the development of the gas industry in Tianjin and the present situation of the supervision policies and regulations and organizations,and analyzes the main problems existing in Tianjin gas industry supervision.Finally,on the basis of the above analysis and demonstration,this thesis makes specific descriptions about how to improve the supervision reform of the gas industry in Tianjin from the direction of thinking and system improvement aspects,and puts forward countermeasures and suggestions like implementing the supervision according to law,introducing market competition,improving regulatory capacity and amplifying regulators.
