Research On Government Supervision Problems And Countermeasures In Urban Pipeline Gas Industry

As an important part of municipal public utilities,urban pipeline gas industry is very important to people's daily life and production.The construction level of urban pipeline gas is an important sign to test whether the infrastructure of city therein is complete and sound,and its service quality and service level can reflect the public construction level of a city,which is related to the improvement of living standards and economic development of urban and rural residents.The city pipeline gas industry has become an important basic industry that affects the overall development of the national economy.It is an industry that the state focuses on and supports at this stage and has a direct impact on the orientation and realization of the National Development Strategy and its position in the global resource war.Taking the research on urban pipeline gas industry in municipal utilities as the starting point and the problems exposed by the government supervision during the operation of pipeline gas industry in a specific city in China as the pointcut,this paper makes a comprehensive analysis on the problems and causes of government supervision in urban pipeline gas industry.Meanwhile,this paper combines with investigation,literature review,summarizing and thinking and some other ways to clarify the crux of the problem.By defining the concept and characteristics of municipal public utilities,the importance and necessity of pipeline gas regulation are made clear.And based on the advanced regulatory experience of Anglo-American countries,beneficial thinking and reference are provided to perfect regulatory measures in China.Perfecting the supervision system,straightening out the supervision system and finding out a new model of public utility supervision different from the traditional one are important guarantees to realize the marketization of municipal public utilities and the high speed of operation efficiency.In view of government supervision mode of the municipal public utilities in China,it is still in the process of reform and innovation.Thus,this paper believes that the government supervision of urban pipeline gas industry should be optimized from aspects of perfecting the supervision law,clarifying the responsibilities of the functional departments and operating the market orientation,so as to give full play to the leading role of the government in the city pipeline gas industry and better promote the healthy and orderly development of China's public utilities...
