The Current Impact Of EU On The Economic Relationship Between China And Central And Eastern Europe

In recent years,the relation between China and the CEEC has developed well,especially,it put forward the “16+1” cooperation mechanism in 2012 in China,such as frequent visits of senior leaders between China and CEEC,strengthening of economic and trade exchanges,the smooth expansion of a series of infrastructure projects,and the growing cultural exchanges.It can be said that China and CEEC have embarked on a new round of ‘China and CEEC boom'.However,due to the complexity and diversity of CEEC and the influence of the EU,China and CEEC has exposed some problems in the process of cooperation,which have affected the "accuracy" of China and its cooperation.The EU,as a highly integrated union,has almost affected all aspects of the CEEC.It can be said that the EU is the most important externally-constrained actor in the transition process of CEEC,and has played a dual role in the development of relation China and CEEC.On the one hand,the EU actively promotes the strategic connection between China and the EU to a certain extent,and promotes cooperation in finance,infrastructure,investment and production capacity.In addition,it has provided a good environment for the cooperation and development between China and CEEC through the unified market standards formulated by the EU and the financial experience accumulated in the process of assisting the transition of CEEC.on the other hand,it has caused certain obstacles to the development of China in the CEEC and is not conducive to Chinese promotion of the ‘16+1' cooperation mechanism and the ‘One Belt and One Road' initiative,such as the sanctions on the means of trade,the Treaty of sharing the rights and powers,the legal procedures of the EU,and so on.The cooperation between China and CEEC has not yet achieved full trust of the EU.On the one hand,it has been hindered by the European Union's integration development process,and the negative factors such as Britain exiting from the EU and the European debt crisis.The expansion of ‘doubt Europe' has resulted in the increase in the risk and uncertainty of non-cooperation in Europe,which has reduced its right to speak in CEEC.In addition,it is worried about the ‘divide and conquer' of China in the CEEC because it is close to the European Union's political goals in the mid-and-long term objectives of China's cooperation with CEEC,especially the sub-regional cooperation between China and CEEC,which may involve the European Union's sensitive zone.Therefore,China,CEEC and EU are not multilateral relations,but are complementary and mutual promotion.It needs to operate under the framework of the EU and maintain transparency in cooperation,when there is good cooperative relationship between China and CEEC.In order to better promote the development of China,CEEC and EU,We must correctly view the deviations of China and European Union's values,improve relevant operational mechanisms in CEEC and the EU,learn to avoid financial and political risks,deepen cultural exchanges and cooperation,and detail understanding of the European Union's laws.This paper discusses current situation of China and the CEEC through literature material law,the induction analytic and multi-disciplinary method,and summarizes the dual roles of the EU in the development of the economic and trade relations between China and CEEC,and analyzes the reasons for the obstacles and puts forward some suggestions for the development of the economic and trade relations between China and CEEC.The first part introduces the progress and problems of China and CEEC Economic and Trade cooperation.The second part describes the positive and negative effects of the EU in China's economic-trade relations with CEEC.The third part analyzes the reasons that the EU has the negative effects of the EU in Chinese economic-trade relations with CEEC;and the fourth part puts forward reasonable proposals to develop the relation between China and CEEC on the background of Community of common destiny for all mankind.It is hoped that this paper can provide a different perspective for expanding China and CEEC in terms of economic-trade,humanities and institutional cooperation and consolidating China and CEEC relation.
