Bhutan, a small South Asian nation, which located just between China and India, is a country of strategic significance in that area. Historically, Bhutan is closely connected with one of China's province, Tibet, in terms of politics, economy, culture and religion. Many Bhutanese of upper classes are actually religious refugees that escaped from Tibet for religious reasons. Therefore, the Tibet issue, in fact, becomes an obstacle in establishing and nurturing bilateral relations between China and Bhutan.As the only neighbor country that China fails to establish diplomatic relationship with, Bhutan certainly shall arouse attention from the Chinese side. As a matter of fact, China and Bhutan has maintained sort of friendly relationship with border issues blocking both sides from further establishing diplomatic relationship. Although border issues are no insoluble with both sides demonstrating great willingness and resolve to finally solve them, the Bhutanese government oscillates many times in its stand due to interference by a third country and many other complex factors. Consequently, we have to realize that it is of great importance to solve those border issues in view of safeguarding territorial integrity and border stability while clearly bearing in mind that time and wisdom are needed in the whole process.Interference from a third country plays a key role in advancing bilateral relationship between China and Bhutan. Bhutan's all-round dependence on India both politically and diplomatically has led to its incapability of getting rid of India's factual control. This special relationship between Bhutan and India has to be taken into serious consideration in carrying out China's neighborhood diplomatic policies and materializing set strategic goals in the Asia-pacific region.
