Power constraint is one of the core issues of modern democracy of politics.development history of the political civilization proves such a fact:in the political community, only political power under an effective control mechanism can be used normally and reasonablely.building of China's political civilization should fully absorb and learn from the outstanding achievements of mankind civilizations, construct a rational structure, dispose scientifically and have tight procedures and mechanisms of constraining power by power.It can advance the democratic process.In short, the power is the behaviour ability which the power subject with certain qualifications of power exercises on the power object through a specific way for some purposes.meanwhile, power constraint is the relation of imitations and constraints in which the owners of power use democratic and legal means.to influence the administrators of power through various effective ways,and it has the characteristics below :the independence of constraining the power subject, the openness of constraining the power object,the equality of the constraint relations and the structural properties of coordination constraints.Western bourgeois power theory and practice provide a useful reference to improve our power mechanism. Marxist theory on the power contraint is our country's guiding ideology of improving power mechanism.there are main problems about China's power mechanism, such as the lack independence and authority of inner-party discipline inspection organs, lax enforcement of party discipline,poor State power constraints,the weakness of legal constraints,lack of independence of the judiciary, ineffective supervision of the people and social constraints.the sources of the main problems about China's power mechanism are a single power constrained system, ineffective power constraint, irrational allocation of power resources and power exercising without the legal system.so improving our china's power mechanism is the demands for the development of the socialist market economy,the need to curb the corruption of power,the need to develop socialist democracy and the demands for the political guarantee for social stability and unity. the appropriate ways and means of improving our china's power mechanism include power decomposition, the contraint balances between the powers of construction, strengthening authority of the power contraint organs, power contraint by power,improving legal systems and the supervision mechanism to democratic constraints, Optimizing power distribution, gradually standardizing power operational mechanism.
