China's reform and opening up has made remarkable achievements.Not only have China's overall national strength and economic strength greatly improved,but also its people's living standards and social security have improved significantly.The number of poor people has drastically decreased and major progress has been made in the process of full coverage of Public services.Basic livelihood issues such as education and medical care has been basically resolved.However,along with the continuous advancement of the social and economic development,many contradictions and problems have inevitably surfaced:there is an imbalance and incoherence in the development of our country.Such as the solidification of social stratification,the diversification of interest demands,the complexity of interest relationships,frequent conflicts and unequal access to public services.This has led to large gaps between people and regions,which has been continuously damaging social justice.Therefore the Fifth Plenary Session of the 18th CPC Central Committee put forward five new development ideas,in which the idea of sharing development became starting point and end point.This idea embodies the people's supreme value orientation and safeguards the fairness and justice of socialism,which reflects the fundamental purpose of the Communist Party of China in governing for the people.It has a profound guiding significance for advancing comprehensive well-to-do society and realizing the Chinese dream--rejuvenation of the Chinese nation.This article takes the practical barriers and the implementation path of the concept of sharing development as the research object.First of all,it begins with the theoretical analysis of sharing development.It defines the scientific connotation and summarizes it as four forms:co-construction and sharing,the people as the main body,fairness and justice as the core,and common prosperity are the purposes.Its characteristics are summarized as comprehensive,diversified,oriented,and progressive.Second,this article explores the theoretical basis and practical basis of the concept of shared development.Sharing development is the inheritance and development of Marxist scientific socialism.It is also a summary of the Communist Party's long-term exploration experience and is an inevitable choice for our social development.Thirdly,it analyzes that the practical obstacles sharing development faced are opportunities sharing,benefit sharing,and service sharing.In the aspect of opportunity sharing,there are three types of practical obstacles:the social stratum solidifies.The strong interest groups take control of social resources,and the disadvantaged groups have unfair opportunities.This has affected the equal opportunity status of society members;in terms of benefit sharing,there is a gap in interest.The three practical obstacles of enlargement,prominent conflicts of interest,and unfair distribution of interests hinder the equal sharing of social development achievements among social members.At the level of service sharing,due to the imperfect system of public service mechanisms,the government's service functions need to be improved.Unbalanced development make social members can not enjoy equal access to public services and blocked the process of equalization of public services.Finally,aiming at the obstacles in the above three aspects,this paper believes that it should be based on institutional norms to find an optimal implementation path:Ensure the equal status of the people to realize the sharing of opportunities;promote the people's sharing of development and reform achievements to achieve the sharing of benefits;ensure that the people share the public services to achieve service sharing,ultimately achieving the ultimate goal of common prosperity.
