With the acceleration of urbanization in our country,a large number of rural laborers migrate to work in cities,while some rural children who do not accompany their parents become “left-behind children” in rural areas.However,the public's awareness of groups of left-behind children and their predicament is not comprehensive and tends to be problematic.There are few reports on the media that observe and trace this phenomenon closely and yet those few hardly ever lead to an in depth reflection of this social problem.Public service announcements and advocacy remains at the most basical level and does not really solve the problem.Although theoretical research is flourishing,there are still some statements that lack empirical evidence and statements.In addition,despite efforts made by the government,the relevant policies and actions are still inadequate.The modernization of socialism with Chinese characteristics has entered a new era and the effective solution to the problems of left-behind children in rural areas is an important part of implementing the “accurate poverty alleviation” and “comprehensive alleviating poverty” policies of the Party Central Committee.The topic of this paper takes the left-behind children in rural areas of-Ningxiang County as the research subject.Through in-depth investigation,from the perspectives of sociology,economics,pedagogy,psychology and other disciplines,the peculiarities of left-behind children in rural areas are analyzed.According to the theoretical research methods of proposing problems,analyzing problems and solving problems,combined with the qualitative and the quantitative analysis,and based on the materials obtained from literature research and social investigation,the paper deeply probes into the underlying causes and direct causes of the problem of left-behind children in rural areas and seeks strategies and solutions to the problems of the left-behind children in rural areas.The subject begins with the a basic introduction of theories on public governance and pedagogy of childhood.Next,based on the survey data,the definition and main types of left-behind children in rural areas are defined.Then,The characteristics of the problems of left-behind children in Ningxiang and the social impacts of them are summarized.Then,the and the current situation regarding their families,education,mental health,behaviors and safety about the left-behind children in rural Ningxiangare discussed.The lack of security,poor physical and mental health,low level of education,and difficulty to adapt to the needs of growing children in child care are the main problems.In addition,the safety of left-behind children has potentially dangerous implications as they often become a target of crimes.In combination with investigation and analysis,the issues are discussed in depth and are mainly attributed to the facts that all initiatives of government to care for children left behind in rural areas have not been fully implemented;the public resources are insufficiently supplied;and the education for left-behind children in rural areas is flawed.In view of the problems that left-behind children in rural areas face,the paper proposes various solutions and countermeasures such as improving the responsibility system,guardianship system,assistance and protection mechanisms to safeguard the rights and interests of left-behind children in rural areas;establishing multiple government led,family-oriented,school-educated and society-organized mainstays,to care for the left-behind children in rural areas so that those in rural areas share the benefits of social development;vigorously developing the rural economy to stimulate the local labor markets of migrant workers' with the aim of to reducing the number of left-behind children in the rural areas.
