The Study On Upgrading Disposal Skills Of People's Armed Police In Tackling Sudden Mass Incidents

In the transitional period of China,sudden mass incidents often occur.Disposal skills of People's Armed Police(PAP),which is regarded as backbone force for tackling sudden mass incidents,are core elements of dealing with accidents efficiently.In recent years,there are many new characteristics of sudden mass incidents,which is a new challenge for PAP,and which also puts forward higher requirements of disposal skills.However,the means of formation of current disposal skills can no longer meet requirements of tackling sudden mass incidents.Therefore,disposal skills of PAP in coping with sudden mass incidents need to be improved.With the combination of theories of emergency management and emergency disposal,the dissertation analyzes new features of sudden mass incidents and the means of formation of disposal skills in tackling sudden mass incidents.Via the empirical analysis of the comprehensive training of disposal skills in series of "WeiShi" drills of the People's Armed Police Corps in Guangxi,the dissertation not only summarizes the efficiency of PAP in"WeiShi" drills,but also points out deficiencies of PAP in disposal skills.Three suggestions of improving disposal skills of PAP in sudden mass incidents are proposed,such as carrying out the evaluation on the capability in coping with sudden mass incidents,reinforcing the regulation and intervention in the whole process of disposal skills in sudden mass incidents,and proposing four advices for improving disposal skills.All of these proposals aim to enhance disposal skills of PAP in sudden mass incidents,and to provide the reference for PAP to perform their duties and accomplish their missions more effectively.
