Research On Mass Incidents Contingency Disposal Mechanism For Chinese People’s Armed Police

The Chinese people’s armed police force (CAPF) is the main force for thecountry and governments at all levels to dispose the mass incidents. In thecomplicated and changeable social environment, the difficulties to dispose the massincidents increased day by day and the challenge also increased,so it put forwardhigher requirement to the armed police force to enhance the ability of disposing themass incidents.It would be an important practical significance for the CAPF todispose the mass incidents properly and carry out their responsibilities and missions,and provide reference value on the development of the CAPF to a certain extent, byresearching the characteristics and rules of the mass incidents constantly andanalyzing the insufficient on disposing the mass incidents deeply and establishing along-term mechanism for disposing the mass incidents by the CAPF.This article is on the research of the establishment of mechanism for disposingthe mass incidents by the CAPF by using some methods, such as documentation andempirical research. First of all, it details the concept of the mass incidents anddiscussed the characteristics, categories and course of development of the massincidents, then on the base of contents above, it bring in the theory of Public CrisisManagement, and detailed the role it plays in the CAPF’s control of mass disturbances.Next, the article studies the basic situation of CAPF’s solution of mass incidents, aswell as the the existing problems and reasons from different aspects such as premiseof disposal, division of authority and responsibility and primary duties. Thirdly, itsuggests to establish a long-term mechanism for CAPF to dispose the mass incidentson the basic of the public administration theories with my opinions according to thestages of the matter. This article indicates that in order to establish a long-termmechanism, CAPF must set up and sturdy the early-warning mechanism and perfectthe operational mechanism beforehand. They should also set up relevant informationmanagement mechanism, quick reaction mechanism, coordination mechanism,scientific disposal mechanism and safeguard mechanism in the course of action andorganize perfect afterwards management mechanism, performance evaluationmechanism,, accountability mechanism afterwards. Finally, this article put forwardthe countermeasures and proposals to ensure the feasibility and validity of the copingmechanism based on practice experience and arrives at a conclusion.
