In recent years,with the rapid development of Suzhou economy and accelerating urbanization,a large number of floating population rush into Suzhou.They provide the city much needed labor,and also produce many problems such as resources,environment and security.Due to the complicated situation of the society and the shortage of police,in 2011,based on the reference of foreign volunteers participating in public security,Suzhou Industrial Park ShengPu Police Station set up the first public security volunteer team.In 2014,the public security volunteers was renamed Suzhou Vigilante.As a key project,Suzhou Municipal Public Security Bureau promotes it throughout the whole city as an important measure of making innovation in social management.Because the development of domestic volunteers is still in the initial stage,as a kind of public security volunteers,the team of Suzhou Vigilante has many problems such as the lack of service consciousness,the low efficiency of service and the high mobility of the team.How to overcome the objective factors,make Suzhou Vigilante different from volunteers in general,constantly promote the healthy and orderly development of team,play an important role in community security/contradictions/decomposition/ convenience services/ communication between police and people,is a realistic problem faced in the team management of Suzhou Vigilante.This paper adopts the methods of literature research,questionnaire survey and interviews.By using the theory of volunteer management,it analyzes the existing problems in the management of Suzhou Vigilante team,draws lessons from domestic and international public security volunteers,combined with the actual situation,puts forward five countermeasures to strengthen the management of Suzhou Vigilante team: improve the mechanism to recruit,strengthen the recruitment and pre-service training;establish the evaluation mechanism of vigilante services;improve the motivation mechanism,introduce evaluation mechanism;diversified development by means of internal cultivation and external cooperation,getting rid of the administrativegradually;cultivate Vigilante culture and vigilante spirit through government,organization and individuals.
