Mass Emergencies Prevention And Treatment Measures

As our society came into the high risk period of the "golden period" and "period characterized by conflict" co-existence, all kinds of the mass emergencies high-frequently occurred, which had seriously affected the social security and stability, jeopardized the favoring construction of the socialist harmonious society. How to manage them effectively has been an important subject for governments at all levels of our country.In this paper, under the guidance of Marxism, integrated use of the public management, political science and other subjects of science theories, based on the example of the Dejiang Events and Wongan Events which were the representative mass emergencies, conducted a systematic study of the prevention and disposal for the mass emergencies. And then focused on analyzing of the characteristics and causes of such incidents, and further analyzed the social impacts of these mass emergencies. On this basis, the paper based on the Heath's 4R crisis management theory and the governance theory put forward the relevant countermeasures and proposals for the effective prevention and disposal of the mass emergencies.
