Since the 21st century,with the acceleration of Chinese social transformation and interest structure adjustment,the illegal crime problems have showed a rising trend in nowadays society.Under this context,the people's expectation to the efficiency of public security organs,the ability of law enforcement and the level of law enforcement is becoming higher and higher.The new challenge to the traditional public security system of human resource management mechanism has been proposed by the complex social situation and the severe law enforcement environment.At present,the traditional human resource management mechanism could not adapt to the needs of the development in the new era any more.The research to the existing problems of current human resources management mechanism in the basic public security systems,aimed at a comprehensive optimization of human resource management mechanism,will be a major topic in the study of policy theory and political practice in our country.According to research approach as "ask questions-analysis problems-solve problems",this paper uses the method of questionnaire investigation,interview method and comparative research methods.This research applies the related theories of human resources management and the Marxist system theory,based on a new perspective of the public security organs for human resource management innovation mechanism.This study,give an example to the basic public security system of the Cangshan district in Fuzhou city.As the main study object,this paper analyzes the current problems and insufficiency of the functional structure partition mechanism,the police allocation mechanism,the mechanism of performance management,the rewards and punishment incentive mechanism,the police examination mechanism,the promotion mechanism and the cultivation mechanism of human resource management mechanism in basic public security system.It explores the reason of its function orientation,management mode,police configuration,system guarantee and finally put forward the reasonable optimized countermeasures of basic public security system of human resource management mechanism.Under the background of new era,to meet the needs of new situation of human resources management mechanism,it has proved that the reasonable optimization of public security system do good to improve the stability and cohesion and combat effectiveness of the police team,which has a profound research and practical significance.The solutions mainly include:to make clear the basic security system functional positioning and scientifically planning the organizational structure;to establish and perfect the mechanism of human resource allocation and management of public security system reasonably;to create the effective mechanism of rewards and punishments inventively;to collocated the police resources scientifically;to strengthen the construction of grass-root public security system and attach importance to the cultivation of the basic-level police quality;and to construct quickly the public opinion feedback mechanism,the supervision and incentive mechanism,and the innovative the publicizing and reporting model.
