From the current situation in China,the police have become the fastest wearing parts on our national machinery.The high intensity of work,long working hours,heavy work tasks and high occupational risks have caused the police to be mentally and physically fatigued for a long time.Horizontal comparisons of pay levels do not have an advantage and the space for promotion is lack,and so on,all the reality has greatly reduced their sense of achievement.In this context,the construction of incentive mechanism is particularly necessary,which is the key to strengthen the police human resource management and improve the management level of the public security system.Based on this,through the questionnaire survey method and in-depth interview method,this paper conducted the qualitative and quantitative analysis of the current situation of human resource management incentive mechanism in Guangzhou public security bureau,explored the existing problems of the human resource incentive mechanism of the police,and analyzed the causes of these problems,then putted forward some principles and strategies for improving the incentive mechanism,which in order to provide a useful reference for the human resource management mechanism of public security organs and the reform of contemporary personnel administration system.Specifically,this paper concludes the following conclusions:First,in recent years,although the Zengcheng branch has implemented some measures in the police human resource management incentive mechanism,there are still many problems to be solved,including the inadequacy of salary incentive,the unreasonable competition for the promotion,the imperfect performance appraisal system and the inadequate training practicality of education,etc..Secondly,the reasons for these problems are closely related to the lack of incentive cultural atmosphere,the insufficient establishment of post grades and the relatively backward personnel system.Thirdly,the improvement of the human resources management incentive mechanism of Zengcheng branch must be based on the principles of people-oriented,systematic,fair,fair and open,and the principle of communication and feedback.Fourthly,the construction of the human resource management in Zengcheng branch should be scientific and reasonable,and should be done the following aspects on the basis of following the above basic principles: establishing scientific conceptof human resource management;allocating income and improving the compensation system;expanding the promotion space and deploying the police properly;establish a sound performance appraisal system;fully implementing the education and training system.
