The public security organs are the armed forces of the state to crack down on violence and crime, which are responsible for maintaining social order, fighting against crimes, protecting the personal property of citizens, and so on. The application of human resources management system in public security organs will help to fully stimulate the work potential of police officers, to safeguard the legitimate rights and interests of the police, and to achieve the goal of police work. Since the 17 th National Congress, China’s public security organs in the construction of the team, human resource management has carried out a series of reform measures, which has an important role in regulating the construction of public security organs. At the same time, China’s social and economic structure, industrial structure and so on appear a series of changes, the factors influencing the social stability gradually exposed, such as economic crimes, criminal crime, domestic and foreign hostile forces such as, criminal means is also changing, the crime is gradually affecting the characteristics of intelligence, internationalization, collectivization, livelihood issues dominated the social contradictions increasingly sharp, social law and order situation is not optimistic, adds to the pressure to the work of public security organs and public security organs facing unprecedented challenges. Increasingly severe and complex law enforcement environment, but also put forward higher requirements for the quality of the police, the public security organs of human resources management is facing severe challenges. At present, China’s public security organs in the human resources management still exist a series of problems, such as lack of police resources, the relatively low quality of police officers, police work enthusiasm is relatively high, police welfare level is not high, and so on. Therefore, it is necessary to explore the police human resources management, and effectively strengthen the management of human resources, maximize the use of human resources, improve the overall efficiency of the public security organs.The article is divided into four chapters, chapter one is mainly has carried on the outline to the police human resources management theory, mainly divided into two parts. The first part discusses the human resource and human resource management concept, characteristics, meanings and contents. The second part introduces the police human resources management of the specific meaning, features and concepts, and expounds the historical development, this chapter introduces the basic theory of human resource management, to grasp the overall human resources management of the police, for the following elaboration to lay a theoretical foundation.The second chapter mainly introduces the current situation of the domestic and foreign police human resources management, mainly consists of two parts. The first part to American police human resource management as the research object. Analysis American police characteristics of human resource management and the corresponding management system, point out its Enlightenment on police human resource management in our country on the basis of comparison and analysis of. The second part mainly points out that the work of human resources management of domestic police exists a series of problems, combined with the police human resources management system to the police human resource administration in our country provide experience and guidance, help our country to build a perfect human resource management mechanism.The third chapter mainly introduces the advanced case of police human resource management in our country, to the public security organs, Liaoyuan City, Jilin Province, Liaoning Province Shenyang City public security organs, China, Hong Kong SAR Police Force as the research object, for the following improvement police human resources management to provide reference.The fourth chapter discusses how to strengthen the police human resource management, which is composed of two parts. First part analysis the modern police approaches to human resource development, the second part is provided generation of police human resources management way, so as to realize the rational allocation and efficient development of police resources, and ultimately improve the police human resources management level, to better promote the application of human resources management system in the police organization.
