Research On The Participate Of Public Security Organization In Non-policing Activities

At present,service policing is advocated in the public security work,which is becoming the main direction of the modern policing reform in our China.However,advocating service policing does not mean non-policing activities become the main work of the public security agency.On the contrary,a large number of non policing activities influence normal policing activities.Especially in recent years,a variety of non-policing activities are increasing.This not only involves a lot of energy of the police,but also influences the normal performance of the police duties,and damage the relationship between the police and the people.The majority of the civilian police have strongly opinions on this.Non-policing activities refer to some social public affairs that should not be undertaked by the public security agency,such as land expropriation and house removal.labor and industrial disputes.Non-policing activities have always been the prominent problems in our Chinese police work.Under the conditions of the shortage of police force and very heavy police work,a growing number of non-policing activities are becoming more and more.This has taken up a large amount of work time and energy of the police.Meanwhile,the abuse of rights,in turn,fosters the thought of privilege the police.Based on the police practical work,the author discussed the advantages and disadvantages of non-policing activities,analyzed the influence of non-policing activities on the police work,and put forward the corresponding countermeasures.This is helpful to provide a theoretical basis for the promotion of legislation,specialization and modernization of the police work.
