With the rapid development of economic society, people's living style as well as their material and spiritual demands have been changed unprecedentedly. Thereupon, strengthening public security is much more needed for state and people. Whereas, as a nation in the period of social innovation and adjustment, our holistic controlling capacity for the society failed to keep pace with the highly advanced economic development. The tasks of the public security organs thereupon have been multiplied for the sake of the sound development of economy. At the same time, it is increasingly difficult to combat crimes, keep public order and solve the cases. Growing demands has been put forward to the public security organs. Confronted with the new situation, the key point concerning the current policing goes to how to promote the efficiency of police resource. One of the approaches is to maximize the reform and improvement of the disposition of police troops.The public security organs in all ranks have given several tries to study and solve the problem of the shortage of police resource and inefficiency of policing, and gained some achievements. However, most reforms lack holism. They just pay attention to a certain kind of police or a specific profession without a macroscopic view, thus only make an adjustment of the reform. In terms of theory study, the research and discussion have been made by excellent policemen and related scholars, addressing how the countries the world over have exerted control over the public so as to maintain the social stability from time immemorial, and the aspiration from the policing system reform in Europe and u.s. reflectively. Despite all the efforts, a satisfactory plan for optimization of the police strength in basic level failed to see the light.Take Jinan for instance, a few problems in practical operation have been exposed by the research of local basic units in public security organs. By setting the allocation of police resource as a breakthrough point, applying the theory of new public management, history study, statistic etc, and drawing comparison between china and foreign countries, designing diagrams as well as study individual cases, an optional plan has been proposed. Seen from the research, the major problems in the allocation system of police resource are as followed:First, the current system has shaped a top-heavy organ which prevents the police forces going down to the bottom of "pyramid" structure of policing mode. The public security organs are commanded by governments to shoulder abundant of un-police affaires.Secondly, too many police branches lead to thinness of function, the cross of function and indistinct responsibility, thus affecting the application of policing as a whole. The increasing number of managing staff and low number of policemen in the front tend to form a perfunctory climate in which police resource is wasted resulted from inefficient work and unnecessary policing procedures.Thirdly, the disposition of police forces has been unbalanced and uneven due to the policing style—"Emphasize combat while neglect precautions" and "all-mighty service", and the traditional duty service from day to night. The random mode of administer justice has also pushed the disposition out of standard.To solve the mentioned problems, the innovation of the disposition of police resource is extremely urgent to be carried out. In the current extra-circumstance of policing, the distribution of police forces should subject to the mainstream of policing development. In course of absorbing the essence of foreign experiences and digging out the potentiality of social police forces mainly including human resource and public information resource, various channels could be expended to fulfill the limited police resources. In terms of the disposition approaches, the public security organs should attach importance to the major position of police staff. The modern managing concept should be applied to the scientific disposition of police resource as well as the convenient and efficient mode of service, so as to wrestle the bustling blindness to guarantee their powerful fighting capacity. For the macroscopic disposition inside the organs, the system combining concentration and separation of power should be sought actively. At the same time, a two-sided system should be established by way of combining all sorts of service duties to a specific department, thus separate it from police responsibilities, so as to reduce its occupation of police resource. When disposing the police resource, separating management and coordinate operation have to make up for each other, hence to change the "diverted Pyramid" structure into a plat mode of management. Apart from emphasizing the separating power, the union of police command can not be neglected. Only in this way, can the standards and efficiency be concerned simultaneously to reduce the inner consumption of police resource. What's more, the public security organs should pay attention to team work and quick reaction of the officials, perfect the establishment of its net work and 110 service center.The author tries to sum up the common law from numerous specific cases, so as to seek for an efficient mode of disposition of police troops in new situation. Considering that there has no a stable mode once for all, an effective disposition can only be justified by solving the conflict between limited police forces and unlimited tasks, by boosting efficiency of policing, by inspiring maximum potentiality of police staff in condition of guaranteeing their health physically and psychologically. Therefore, only associating with the current situation, could we search out a practical disposition of police troops; only by constant innovation and perfection, could the policing be stimulated to develop and refresh itself all the time.
