Research On The Choice Of China’s Volunteer Insurance Mode

With the development of volunteer service business in China,more and more volunteers participate in volunteer activities.Increase in the number of volunteers and voluntary activities make the volunteers face more and more risks,such as,person accident injury,property loss,third party liability risk etc.It is of far-reaching significance to establish a perfect volunteer insurance system in reducing the worries of volunteer organizations and volunteers,encouraging volunteers to participate in voluntary activities and better protecting the legitimate rights and interests of volunteers.At present,the adoption of the commercial insurance is the way of the volunteer insurance.But from the point of view of the public welfare of volunteer service and the diversification of the fund raising mode,the volunteer insurance has the nature of social insurance.China’s industrial injury insurance regulations in the provisions of the workers involved in disaster relief and other major volunteer activities in the scope of injury into the scope of work,which is the embodiment of the volunteer insurance in social insurance.It is reasonable to bring the volunteer insurance into social insurance.In this paper,registcrcd voluntccrs of our country were taken as the research subject.To understand the types of risks faced by volunteers,insurance demand and the types of volunteer insurance deeply,the methods of documentary analysis and compare study were adopted.By comparison and analysis to volunteer insurance,social insurance and commercial insurance,the choice of volunteer insurance mode in China was deeply studied,and the establishment of a volunteer insurance mode of using mutual cohesion and complementary advantages between social insurance and commercial insurance was proposed.Furthermore,by analyzing of the existing problems of China’s volunteer insurance system in laws and regulations,fund-raising,nsurance project and connecting mechanism etc,and by referencing the advanced experience of USA and Japan in volunteer insurance operation mode and policies and regulations,the policy recommendations on perfect legislation,fund raising multiplication and connecting mechanism which are suitable for the situation of our country were proposed.
