A Study On The Influencing Factors And Effects Of Social Assistance Policy

Nowadays,facing increasing social problems and worsening poverty situation,China and the Chinese government consistently take institutional measures to address them.As an essential part of the social security system,social assistance policies are playing an increasingly important role in mitigating and solving social problems,preserving and improving social stability.With the advocate and promotion of precise poverty alleviation policy,the factors and effects of the implementation of social assistance should be paid more attention to.The implementation of social assistance is a crucial step translate the social assistance policies from a concept into real deeds.Therefore,it is an essential need to concentrate on and give priority to the factors and effects of the implementation of social assistance policies in order to facilitate the implementation of such policies,improve their implementing effects,and realize the goal of targeted assistance.This study adopts the qualitative research method to research on the factors and effects of the implementation of social assistance policies at a street community level.This thesis focuses on the implementation of social assistance policies in the nine street communities in Haidian District,Beijing,through in-depth interviews.Based on the Horn-Meter Model,this study conducts an analysis and interpretation on the current situation,the influencing factors,and the results and effects of the implementation of social assistance policies at a street community level.It also discusses different states of the factors that affect the implementation of social assistance policies,finds the implementing results and effects of these policies,and shows the difference between the original designing purpose of social assistance policies and their implementation in the practice.The study shows that a new mode of social assistance has not yet come into being,the implementing ways of social assistance are going through changes,the implementing role that the community plays is being strengthened,and the implementing pressure on relevant people is increasing gradually as well.In view of this,this study proposes policy recommendations to the government from the aspects of improving the legal environmentof policies,optimizing the assistance policy itself,and building up a new mode of social assistance.In the study,I propose to introduce social work into the implementation of social assistance,encouraging multiple subjects to take part in the assistance to gather assistance resources,improving the abilities of the implementing staff,and combining precaution and prevention measures with the assistance in the practice,in order to provide some useful references to facilitate a better implementation of social assistance policies.
