A Study On The Implementation Of The "Second Aid" Policy For Single-parent Families With Minimum Security In The Sihui Of Zhaoqing

Poverty is a worldwide problem,in the process of human social development,poverty has been accompanied by the advance,affecting people’s normal activities.With the continuous progress of our country’s reform process and the change of social situation,the problem of social poverty is increasingly exposed to people’s vision,the living plight of low-income groups has attracted great attention of the party and the state,and measures have been taken from the institutional level.However,after the policy formulation,how to implement will be directly related to the policy effect,the policy implementation is the intermediary link of the policy process,is the only way to transform the policy goal into reality,the government The effectiveness of policy implementation is a matter of policy success or failure.In practice,because of the complexity of reality,the policy of minimum living allowance usually has the problem of deviation of execution,such as the "human protection" obtained by human relations,the invisible poor group which the government can not cover,and so on,which eventually leads to the slight effect of the policy.At the same time,the existing minimum security policy is based on the average household income as the evaluation basis,only considering the household income,not considering the household expenditure,which leads to the individual groups still living more difficult in the case of enjoying the minimum security assistance.To this,Zhaoqing Sihui City,in view of the situation of single-parent families,specially formulated a "second aid" policy,with a view to improving the lives of single-parent families with minimum living standards and children educational difficulties.But there are also many problems in policy implementation,which affect the effect of policy implementation and deviate from the original intention of policy formulation.This paper focuses on the implementation of the "second aid" policy for single-parent families in sihui city,and discusses the implementation of the "second aid" policy in this area through the research of literature,interview and case law.Based on the theory of public policy implementation,the theory of public choice and the theory of social assistance,this paper combsthe implementation of the policy of "second aid" in sihui city.The research shows that the number of people who enjoy "second aid" continues to increase and the effect is good,and the implementation of "second aid" policy also promotes the good transformation of social assistance policy.At the same time,it points out that there are omissions in the implementation of "second aid" Help,rely on aid,lack of gender awareness and other issues,and then from the policy itself,the implementation of the main body,external environment four dimensions to explore the reasons for the implementation of the policy deviation,and finally put forward the policy implementation improvement strategy,so as to improve the implementation of the "second aid" policy of single-parent minimum living in Sihui City.
