| As a kind of social welfare arrangement,the social assistance policy for the extremely poor groups is the soft power of social security.The level of social assistance is also the embodiment of the social security level of a region,which plays an important role in promoting social stability and harmony.In 2018,L city will fully implement the social assistance policy for the rural poor groups,organize the formulation and supervision of the rural social assistance policy standards,organize the minimum living security for rural residents,the assistance for the poor and temporary assistance,undertake the financial investment in the distribution and supervision of funds for the rural minimum living security and the assistance for the poor,and participate in the formulation of medical and social assistance policies Education,employment,judicial assistance related measures to guide the information management of rural social assistance.By means of literature research,investigation and semi-structured interview,this paper collects the current situation,existing problems and elaborating views of the implementation of social assistance policy through random interviews with the grassroots government members and the poverty-stricken groups in different regions of L City.And in reference to the domestic and foreign literature on social assistance,applying the Smith policy implementation model framework,it is considered that the main reasons of L City’s rural social assistance policy are the degree of policy content integration,the lack of executive agency capacity,the participation of rural poor groups and the policy implementation environment.Therefore,the focus of L City’s rural grassroots government work should be on improving the policy content,standardizing the management level of the executive agencies,comprehensively improving the participation opportunities of the rural poor groups,and improving the implementation environmental factors of the relevant positive effects.Thus,it can improve the effectiveness of the implementation of social assistance policy for the rural poor groups in L City,and also provide governance experience for other aspects of public policy issues. |
