Democracy is the eternal pursuit of human political life.In 1980 s,the deliberative democracy in the western academic circles was the historical product of the development of the democratic politics to a certain stage.Due to different historical and cultural background,Chinese deliberative democracy is different from other western scholars who put forward the concept of deliberative democracy.The concept of deliberative democracy of socialist democratic politics with Chinese characteristics derives from the "he" of Chinese traditional culture and inherits the "people's democracy" concept in Marx's theory.The thinking of deliberative democracy with Chinese characteristics is that under the leadership of the Communist Party,the majority of the people to express their own appeal in the atmosphere of equality,freedom.Finally,people realize the right to participate in the construction of democratic politics.Mao Zedong is the founder of Chinese Deliberative Democracy thought.According to the specific national conditions and customs in the infancy of People's Republic of China,Mao Zedong explains the thinking of deliberative democracy with Chinese characteristics and uses the theory to establish democratic political system.In the infancy of People's Republic of China,deliberative democracy was embodied in all aspects of national political life: in the land reform issues,in economic affairs,in the establishment of democratic political system,etc.In this period,Mao Zedong's thought on deliberative democracy has important guidance and reference for the current democratic political construction of the party.The first part,to define the concept of Mao Zedong's thought on deliberative democracy in Infancy of People?s Republic of China.The three concepts involved in this paper are: The Infancy of People's Republic of China,the deliberative democracy and Mao Zedong thought on deliberative democracy,and it is beneficial to clarify the background of this study.The second part,Mao Zedong tells the content of deliberative democracy,focusing on "and who consultation,negotiation what" and "how to negotiate" to explain the main contents of the thought.The third part,we take four cases,including the problem of promoting national on consultation;negotiation on the revolutionary legacy task problem;the State Economic Affairs Consultation and democratic political system established in the process of negotiation.The four cases involve different fields,including politics;social;economic and the field of system.Through the analysis and review on the micro level of these cases,the operational characteristics of deliberative democracy in practice and the results obtained.The fourth part Comments on Mao Zedong thought on deliberative democracy thought in the infancy of People's Republic of China.His thought of deliberative democracy embodies the equality of subject,the extensive of negotiation content,the validity of negotiation result,the diversity of negotiation form.Because Chinese deliberative democracy has no ready-made experience,there are also some problems in this theory,for example,the level of negotiation subject still stays in the top;the degree of Deliberative Democracy is not high;ability of negotiation subject needs to be improved.Studying Mao Zedong thinking of deliberative democracy can enrich the development people's democratic theory of the Marx doctrine,mobilize the enthusiasm of all sectors of society to build and develop our country's establishment and also laid the ideological and institutional basis of deliberative democracy in New Period of Reform and Opening up.
