On The Construction Of Socialist Democratic Politics In China

In today's world,the rolling trend of democracy brings forth the mingling of the good and the bad. In the face of the western democratic mode compulsorily imposed in the name of universal values in the western world and in the face of the people's growing demand for democratic rights, the Chinese people, even ordinary people or the elite, are much concerned about the important issue as to how to build the Chinese democracy which is unique of China and is of strong vitality? This is what the dissertation about.In recent years, there is a very popular view that democracy is "a good thing". However,this dissertation argues that democracy is not always "a good thing",as its realization is not unconditional but requires corresponding economic, cultural and political conditions. If the democracy is implemented regardless of the conditions, it could bring disastrous influence on the people and the country, leaving the entire economic and social development a significant adverse impact. On the basis of this argument, this dissertation systematically discusses the construction of "the good thing",the Chinese socialist democratic politics, from the perspectives of its theoretical basis, historical experience, principles and direction, paths of reform, development and construction, trying to make "the good thing" better. The main arguments of this dissertation are as follows.The construction of the socialist democratic politics with Chinese characteristics must follow the basic principle of the democratic theory of Marxism and Leninism, always unswervingly adhere to the leadership of the Communist Party of China and the basic principles of the people's democratic dictatorship,and never take the road of the western capitalist democracy. This paper points out that the classical writers' scientific analysis and criticism of the capitalist democracy and the significant exposition of the ideal goal and the path of realizing the socialist democracy still have indelible value of the times.The dissertation indicates that the road of socialist democratic politics with Chinese characteristics,which combines Marxist theory with China's reality,is a necessity for Chinese historical development since modern times, and is a conscious and rational choice for the Communist Party of China and the Chinese in their long-term democratic practice. The fundamental characteristic of the road of the socialist democratic politics with Chinese characteristics is the organic unity of the leadership of the Communist Party of China, rule by the people and rule of law. Along this road, the democratic development in contemporary China reflects three grand trends with promising prospects, namely, trend from the value of democracy to the rights and interests of democracy, that from national to social democracy,and that from single to comprehensive democracy.The dissertation holds that facing new reality, new situation and new challenges in the 21 century, the key tasks and the central link of the construction of the Chinese socialist democratic politics are to strengthen the construction of the democracy institutionalization and legalization, to promote the modernization of the national governance system and governance capacity, with special emphases on promoting the people's congress system to make it keep pace with the times, giving full play to the unique advantages of the deliberative democracy with Chinese characteristics, and comprehensively advancing and deepening the political and administrative system reform.The dissertation puts forward the measures and methods to promote the construction of Chinese socialist politics from these five aspects, economical democracy, cultural democracy,social democracy, inner-party democracy and democracy at the grassroots level. Besides, the article is concerned with the frontier hot issues such as cultivating socialist democratic values,social organization functioning, guiding people's democracy, network democracy and press freedom with inner-party democracy,all with the author's own rational thinking.Finally, the dissertation points out that the ultimate goal of Chinese socialist democratic politics is to benefit the people, and it should not necessarily be the same with others. It is a must that China should unswervingly follow its own new democratic road with Chinese characteristics. It is hard to imagine China should suddenly have "a klippe" in its political system. The essence and key of democracy is to find the greatest common divisor of the intention and requirement of the whole society.
