A Practical On Autonomy In Xuzhou Xiaoguang Community

Since the 18 th National Congress of the Communist Party of China,especially after the 20 th National Congress,the central government attaches great importance to grassroots governance work in urban communities,repeatedly giving important instructions and instructions,to promote the modernization of the national governance system and governance capacity,it provides fundamental guidance and points out the direction for progress.In order to promote the modernization of the national governance system and governance capacity,a fundamental principle has been followed and the direction has been pointed out.Under the joint influence and promotion of top-level design and academic research,various forms of exploration and practice have been carried out around grassroots governance in urban communities across the country.The practice of building autonomy in urban communities is a typical case that has emerged in promoting the modernization of grassroots governance system and governance capacity.Under the guidance of governments at all levels and with the support of policy guidelines,as an exploration to enrich the connotation of community autonomy and expand its forms,various forms of building autonomy practical activities have emerged in various regions and cities,forming many typical cases that have certain significance.For example,the "acquaintance building" model established by Mingzhu Community in Binhu Street,Hefei City,and the "party building+building management" model established by Longta Street Workers’ and Peasants’ Community in Yubei District,Chongqing City all have certain representativeness.These urban community building autonomy practices have played an active role in Community Governance and grass-roots autonomy,on the one hand,a platform for community residents’ autonomy has been established,and on the other hand,it has achieved certain results in ensuring residents’ autonomy rights,promoting scientific decision-making,and promoting grassroots democracy.Xiaoguang Community in Yunlong District,Xuzhou City has also made bold explorations,taking the lead in exploring the practice of building autonomy,forming some experience and practices,and achieving initial results.In order to further understand the operational mode of urban community building autonomy practice,research and analyze the specific path of optimizing urban community building autonomy practice,based on governance theory,autonomy theory,and empowerment theory,through a combination of case analysis,interview method,and questionnaire survey,this study analyzes the practice of Xiaoguang community building autonomy,analyzes the reasons for the problems,and proposes countermeasures and suggestions.The practice of building autonomy in Xiaoguang Community is operated through the Building Autonomy Council,which has certain reference value and significance in terms of participants,discussion content,and procedure formulation.Since the implementation of building autonomy in Xiaoguang Community,the enthusiasm of the masses for participation has been high,and residents’ sense of happiness and gain has continued to increase.To some extent,it has also reduced resistance to community work,promoted the rooting of autonomy awareness,and led to more party members and the masses to participate.Of course,when carrying out the practice of building autonomy in Xiaoguang Community,there are still some shortcomings in the governance model,such as a lack of external interaction mechanisms,weak community autonomy foundation,and incomplete embedded mechanisms.At the same time,some problems have also been exposed,such as insufficient capacity of the deliberative body,relatively single topic generation,and severe solidification of deliberative forms.These problems are both common problems and common difficulties in the practice of building autonomy in urban communities.It is necessary to continue to optimize the selection of discussion subjects,precise determination of topics,expansion of discussion forms,setting of discussion processes,improvement of discussion systems,shaping of discussion environment and other aspects.Only by finding effective countermeasures on these problems can we improve the practice of building autonomy in communities and provide basic support for Community Governance.
