Research On The Model Of Administering Village By Projects

Since 1994,our country has completed the reform of classification tax system and rural tax system.Balancing the level of urban and rural economic development through fiscal transfer to achieves the normal supply of rural public service products by giving out project resources.With the project form plays a larger role in rural social development,rural infrastructure constructions,such as rural roads,bridges,ponds,ditch irrigation,cultural plaza,village greening,which has a deep dependence on the project resources,have been completed in a form of project.Then governing village with project is an important way for village management.This "project system" also has a profound impact on the governance ecology of Chinese rural society.Project resources have become an important carrier of rural governance.This paper mainly studies the case of Liu Village in east of Hubei province.On the basis of Marx thought of rural construction,and with a large number of field research and comparative studies of references on Liu Village,it analyzes the specific situation,the dilemma and the development countermeasure of Liu Village for governing with project.Then it explores the key factors of the model's long-term continuousness.Actually,the reasons of forming the model of governing village with project are the village strength,village development object guidance and constant project resources and multiple participations.However,this model of governing with project is caused in special historical phase under special state circumstance,it will inevitably produce many problems,such as the five problems: the problems in member of Village San Committee,insufficient talents,bad implementation of the system serious shortage of project funding and lack of rural resources development.In this paper,the long-term sustainable and healthy development of rural areas has to rely on its own ability.So the villages need to adhere to the concept of modern rural sustainable development as the core,and create high-quality village cadre;based on rules and regulation,ensure a good governance order;focus on village development planning and strengthen the collective economy;strengthen the participation of social diversity and the depth of rural resources development.Through the analysis and research,this paper argues that the final destination of the project village model has to take the collective economic path.
