The Basic Logic Of Village Governance From The Perspective Of Rural Revitalization

The report of the 19 th National Congress of the Communist Party of China puts forward the strategy of “Rural Revitalization”,which puts forward new requirements and goals for village governance.How to carry out village governance,how to achieve effective governance and how to improve the level of village governance under the guidance of this theory are all important issues to be explored.From the perspective of Rural Revitalization Strategy,through empirical research,this paper deeply analyzes the common mechanism of different types of village governance logic,trying to have a certain response and answer to the above proposition to a certain extent.Therefore,it is necessary to pay attention to the basic logic of village governance from the perspective of Rural Revitalization.This paper mainly adopts case study method and qualitative research method to compare five villages with different governance performance in the north,middle and south of S Province.The results show that: first,according to the strategic planning policy of rural revitalization,the governance performance of the five villages in turn presents three different forms: ineffective governance,inefficient governance and effective governance;second,although the ineffective governance villages have relevant governance elements,such as village governance elite,village Party building,collective economy and village culture,they are unable to play their respective functions due to the relatively weak elements It leads to the decline of villages;thirdly,the villages with low efficiency in governance have single governance elements,such as the "elite villages" with the village governance elites as the leading factors,the "economic villages" with the collective economy as the leading factors,and the "cultural villages" with the village culture as the leading factors.However,due to the single factors,the lack of support from other factors and the shortcomings of the single factor itself,the shackles are difficult In order to promote the revitalization of the village;fourth,the effective governance of the village not only has the perfectgovernance elements and the organic combination of all elements,benign interaction,so the village governance is good and effective,basically in line with the goal of Rural Revitalization.Fifth,through the comparative analysis of each case village,the basic logic of village governance in the perspective of Rural Revitalization is summed up: In the process of village governance,the elites of village governance are the main body of governance,and the party construction of village undertakes the leading function of governance,and governance needs to rely on the collective economy of village,supplemented by the internal drive of village culture,with the interaction of various elements,on the basis of giving full play to their respective functions,to realize the benign cooperation and interaction between the elements,and to form a perfect cohesive force to promote the improvement of village governance performance.
