Study On The Problems And Strategy Of The Smoking Control Enforcement By Health And Family Planning Department In Fu Zhou

The problem of tobacco is one of the most serious public health problems in the world today.Smoking has become a major threat to causing the physical and mental problems of human beings.The rate of smoking in China is always high,and more people are exposed to second-hand smoke in public places.Based on our now experience,it’s the most efficient way to reduce the harm of smoking by making and carrying out the laws of no smoking in public.Fuzhou formally implemented Regulations of Fuzhou Municipality on Smoking Control in Public Places on August 1,2015.According to the regulation,there are many kinds of department combined together to control smoking legally,especially for Health and Family Planning Department,it takes the charge of all kinds of medical and health institutions.However,there were only 49 tickets given by Health and Family Planning Department at the end of first anniversary,and others were none.Therefor,smoking control is still weak in many places.This paper is based on the Theory of Public Governance and the Model of Smith Policy Implementation.Through questionnaire survey and semi-structured interview,we had an idea of the situation of daily supervision of tobacco controlling.By deeper survey of awareness rate and the satisfaction of tobacco control law enforcement and by analyzing the effects and status quo of smoking controlling in Fuzhou,we have a command of the problem in this movement,so that we can discuss what caused the problem according to the ideal policy of tobacco control enforcement,group target,actuator and environment.The main causes of these problems are as follows:the ideal situation of tobacco controlling,implementing agencies,group target and environmental factors.On the basis of this,the author has put forward some suggestions on how to improve tobacco controlling in Fuzhou.First,it is necessary to revise and optimize the Regulations and call for national legislation as soon as possible.Second,we should establish and improve the law enforcement team to promote the effective implementation of tobacco controlling.Thirdly,it’s significant to improve people’s awareness and understanding of the harm that tobacco may cause.Forth,we ought to optimize the policy implementation,the formation of universal tobacco control atmosphere.
