| Village cadres,as well as community cadres,working at the bottommost rung of a ladder,are the most important link between the policy of the party and the putting-practice.They are both leaders and front-line combatants.As a grassroots "guide",this group has gained high hopes from the masses of party members.In recent years,the task of social development and the maintenance of stability has been getting heavier and heavier,which requires the village cadres(community cadres)to have higher and higher levels of competence,and the work pressure of the village cadres(community cadres)is increasing year by year.At the same time,in the village cadres team,there are problems such as low wage,income without basic difference,limited export channels,thereby leading low working enthusiasm and weak initiative.Nowadays,most people regard the village cadres(community cadres)as the platform of "looking for a horse while riding a donkey",and most of the village cadres show no desire to advance and simply muddle along.The social satisfaction for the village cadres(community cadres)is falling.In 2012,a series of policies were introduced in the "year of grassroots organization construction" proposed by the central government,which greatly enhanced the treatment of village cadres(community cadres),and it was followed by the reflection and exploration of the assessment of the village cadres(community cadres).In response to this problem,in 2014,Yibin government innovated the differential assessment of the village cadres(community cadres)--"basic salary + salary based on performance",which succeeded in the pilot reform in Cuipin District and was promoted it around the whole city in 2015.In the following two years,the cadres’ sense of development,competition,service and the enthusiasm for entrepreneurship have been effectively aroused.In this paper,by analyzing the case study mentioned above,I conduct the research mainly from the following three aspects--the inspection method,evaluation index system and assessment results,finally conclude view and put forward suggestions and countermeasures,in order to be capable of providing more valuable references for the party committees and governments which are working for the grass-roots level. |
