Since the 18 th CPC National Congress,the communist party and Chinese government vigorously balance the urban and rural development,and comprehensively promote the construction of the new socialist countryside,which has raised a higher standard for the work of village cadres,whose words and deeds represent the government's attitude towards rural development,by being a critical link communicating common people and the communist party.Therefore,the remuneration of village cadres directly affects their work enthusiasm,and further influences the stability of the construction of the new socialist countryside.The thesis,on the basis of the analysis of the construction of village cadres' remuneration system and its operation mode,aims to build the village cadres' remuneration system,with “basic salary” and “performance salary” as its fundamental structure and “qualitative assessment by leading group members” and “scoring assessment of village cadres” as its main distribution mode,by applying literature research method,normative research method and empirical research method.Firstly,the thesis,based on the current situation of rural grassroots organizations and village cadres,analyzes the existing problems of the current village cadres' remuneration system,and further proposes the urgency and necessity of reformation.Secondly,take H district,Q city as an example,the thesis summarizes the existing problems during the reformation of village cadres' remuneration system in H district,including the unreasonable remuneration system,the unscientific and inefficient assessment measures,the divorce between remuneration system and assessment results,and etc..Thirdly,on the basis of profiting from the experience of reformation in H district,the thesis further proposes some countermeasures and suggestions to improve the construction of village cadres' compensation system,through the development of reasonable remuneration and assessment system and etc..With an aim to enhance the current situation of village cadres' remuneration system by fully mobilizing the enthusiasm and initiative of village cadres through being paid according to their performance,proposes a number of countermeasures to deepen the reform of the remuneration system of village cadres,through the establishment of scientific remuneration distribution system,the comprehensive assessment system,the combination of remuneration and assessment system,and etc..
