Fire Emergency Rescue Coordination Problem Research

Recently,with the occurrence of a number of shocking disaster accidents in China,such as “5.12 Wenchuan Earthquake” and “8.12 Tinajin Port Explosion”,the emergency rescue capability of fire force as well as the rescue forces of local governments and other rescue forces lacking coordination and cooperation gradually become a hot topic.In consideration of rescues forces in China lacking coordination ability,the current situation of social emergency rescue is analyzed and the concept and vital role of sound fire rescue and disaster relief system are stated in steps by adopting literature research method combined with comparative analysis approach and system analysis and combination of empirical study and normative study.Fire emergency rescue coordination mechanism is to organize all involved rescue units organically and efficiently to form an integral response mechanism in emergency rescue so as to guarantee the life and property safety of the public as much as possible.Firstly,the advantages and characteristics of pubic security and fire force in emergency rescue as main force and vanguard are described in this paper.At the present stage,pubic security and fire force is the main force in our emergency rescue linkage mechanism with powerful superiorities in system construction,equipment management,specialty,reaction capacity and rescue experience.Secondly,deficiencies of emergency rescue linkage response mechanism are also analyzed,such as decentralized resources management,information communication impediment,discordant command,imperfect mechanism and weak coordination,and the essential cause of above defects is also investigated.Additionally,methods to enhance fire emergency rescue mechanism are proposed in this paper,for instance,relevant articles and clauses about sound fire emergency rescue mechanism should be perfected,coordination among relevant departments in all fields should be enhanced,a unified command system should be established and the ability of quickly responding to emergency rescue should be improved;besides,the infrastructure of fire force,including the construction of hardware and software facilities should be enhanced;and the establishment and improvement of all types of rescue and relief forces should be accelerated;meanwhile,the ability of all rescue and relief forces to fight together should be strengthened,and the quality to deal with emergencies should also be improved;social rescue and assistance system should be perfected to guarantee the life and property safety of the public as much as possible.
