In 1980s, demonopolizing, introducing competition system, and improving power market's operating performance, are world-wide electric power reform tidal wave. To set up electric power market model is a key and difficult point to which government, expert and enterprise field pay great attention, especially after separation of generation from power grid, it is even more important and urgent to carry through strategic restructuring for power grid enterprise, on industry deregulation background. This paper, guided by basic economics and management theory and based on Chinese practice, uses system analysis methods (link integration analysis to keystone analysis, qualitative analysis to quantitative analysis, exemplification analysis to criterion analysis) to study thoroughly issues about China electric power model and strategic restructuring for power grid enterprise, and achieve some results.This dissertation was divided into six chapters:Chapter one explains title background and significance, respectively summarizes literature about enterprise strategic management theory, electric power market model, electric power market regulation, reform practice of other countries, puts forward its thought, content and way.In chapter two, theories and methods of scale economy, scope economy, the cost precipitates, network hustle are used to analyze systematically technical and economic characteristics of power industry, especially nature monopolization and commonality goods characteristics that directly influence electric market structure. Also described in the paper is that in the every fields of generation transmission, distribution, and retail, there exists little or no natural monopolization between electricity generation and sale. Meanwhile, this paper points out electric production is only a kind of analogous commonality goods, best afforded by market. Thereby efficient competition can and ought to be introduced to the electric power market. Further brought out and analyzed are the four ways to classify the power market. These researches provide theory basis for electric power market target pattern choice.In chapter three the efficient competition, lengthways economy are applied to search for means to analyze economy of electric power enterprise. This paper holds that at present in Chinese electric power enterprises there exists little or no lengthways economy,generation, transmission, distribution, and retail of electric power can be separated, and that Chinese electric power market's target structure is an open type of transmission and distribution. In order to realize target model, three processes are needed to separate generation from power grid, separate transmission from distribution, and separate distribution from retail.Chapter four applies theories and methods about strategic management and project management to analyze systematically restructuring strategic system of seven stages i.e. restructuring strategy, mode and means choice. Also included in this paper are analysis andchoice of management strategy, risk investment, and organizational structure for the power grid enterprises. For the first time, the paper uses project management theories and method to manage electric enterprise strategic restructuring, creatively designs schedule control model, performance measurement method, electric power enterprise competition evaluation model etc..In chapter five, concrete means to separate transmission and distribution, distribution and retail are presented to realize the power market target model . In addition to this, the research on the present power marketing reform strategy is also included.Chapter six applies the principles of the deregulation, based on the analysis of electric power market failure and problems existed in current industry management and regulation system, to bring forward ideas about Chinese electric power industry self-discipline and government regulation innovation.Last it is the summary and outlook to the future development in power market.In a word, the main i...
