Study On Government Supervision Of BOT Project In Sewage Treatment Plant

With the development of social economy,the problem of environmental pollution comes into being.people pay more and more attention to the problem of environmental,and the status of sewage treatment industry in urban environmental protection is becoming more and more prominent.This paper introduces and analyzes the existing sewage treatment plants in Lanzhou city.The BOT existing problems in the operation and management of the existing sewage treatment plants in Lanzhou City are put forward,and the corresponding suggestions for solving the problems are found,so as to strengthen the sewage treatment plants in Lanzhou City.BOT Project Construction provides a reference opinion?This paper mainly introduces the problems existing in the supervision and management of the four existing sewage treatment plants in Lanzhou city when adopting the BOT mode,and finds out the corresponding suggestions to solve the problems.In order to strengthen the government supervision of Lanzhou Municipal sewage treatment Plant(BOT)project,this paper provides a reference opinion.This paper is composed of introduction and five chapters,respectively:introduction,the first chapter mainly to Lanzhou municipal sewage plant BOT project,principal-agent theory,incentive theory and other basic concepts and theories;The second chapter mainly analyzes the current situation of the development of BOT project of Lanzhou Municipal sewage Plant and the current situation of government supervision.The third chapter mainly introduces some main problems existing in the process of government supervision of BOT project of Lanzhou Municipal sewage Plant and the reasons leading to these problems.The fifth chapter puts forward the corresponding countermeasures and suggestions for the existing problems,such as:establishing efficient government supervision mechanism,strengthening the interaction between the governments,strengthening the government supervision function,perfecting the incentive mechanism,strengthening the government supervision mechanism,strengthening the government supervision function,improving the incentive mechanism,strengthening the government supervision function and improving the incentive mechanism.Pay more attention to professional personnel,strengthen professional knowledge training,set up effective online sewage supervision center,optimize personnel structure,standardize behavior,perfect relevant laws and regulations and so on.It is hoped that these suggestions can effectively improve the government supervision of Lanzhou Municipal sewage Plant BOT project,perfect the mechanism,and improve the operation efficiency of the sewage plant,and benefit the people.The last is the conclusion,mainly a general summary of the whole article,and prospects for the future.
