| The international crisis is confrontation and conflict in the international environment,usually with sovereign states as the main actors.It is an important factor influencing international security,a turning point in relations between nations,and it is also an evolution of the international system from peace to war.Important turning point.If the international crisis is not properly managed,the confrontation will likely evolve into a conflict and the conflict may escalate into a war.Therefore,international crisis management has become the top priority of the current crisis study.Because of the particularity of the outbreak of the international crisis,the abruptness of the incident and the uncertainty of the results make it more difficult to manage the international crisis than the domestic crisis.This also imposes higher requirements on crisis decision makers.How to avoid escalation of conflicts in international crises and achieve reconciliation while at the same time seeking national interests has become an important connotation of current international crisis management and the goal of policy makers.This article will analyze and evaluate the crisis management of a special event in the United States during the Cold War.During the Cold War period,the Indo-China peninsula was not calm.More than ten times in more than forty years and the two Indochina wars between France and Vietnam(1946-1954)and the United States and Vietnam(1964-1975)have left this area unrest.The United States had planned to withdraw from Vietnam during the Nixon administration.But after Nixon left the White House for the "Watergate"incident,the task of escaping from Vietnam fell to his successor,Ford.In the Ford period,although the United States managed to get rid of the mud of the Vietnam War,the prolonged confrontation in the war made the relationship between the United States and the peninsula extremely tense.The Mayaguez incident was in the Second Indochina War.An international crisis that erupted at the end of the Vietnam War.On April 17,1975,when the Khmer Rouge liberated Phnom Penh,the Lon Nol regime was overthrown and the Cambodian communist government took power.On May 12,the American merchant ship "Mayaguez" was detained by the Cambodian Khmer Rouge regime while passing through the waters off PouloWai,and then taken to Cambodia.After knowing this,the U.S.government began a series of intense arrangements to deal with this crisis.At the beginning,Ford’s diplomacy was used in conjunction with military methods,but when diplomacy was blocked,Ford resolutely took military action for rescue.Although the crew was eventually rescued,the United States also paid a heavy price in this crisis.In addition,because the U.S.’s perfidious actions against Vietnam have caused its allies to worry,the U.S.’s international status and reputation have been tested,which to a certain extent has affected the Ford’s crisis decision in the“Mayaguez”incident.This article will first restore the historical process of the United States when dealing with the Mayaguez incident,and then assess the crisis management behavior of the Ford government in the event of the"Mayaguez" from the perspective of international crisis management.The reason for the failure for our country’s reference. |
