As the world's sole superpower, America possesses extensive experience in crisis management. With the expansion of national security extension, accordingly, American crisis management system is continuously improved. The impact of 9 /11 is matchable with that of the Pearl Harbor. Subsequently, America learned of the relevant experiences and lessons, then quickly integrated their own crisis management agencies and resources and adjusted its national strategy in the meanwhile.In this paper, the author will first introduce the theory of crisis management and will narrate the process of American government to manage the 9/11 crisis in early crisis warning, response and rehabilitation. The author believes that the primary causes for American intelligence system's failure in early crisis warning includes: interior communication of intelligence system was impeded; traditional security concept excluded the threat of terrorism; intelligence agencies were afraid to undertake the risk. While the reasons that crisis response are relatively successful includes: crisis plans were comprehensive and each department executed those plans firmly and powerfully; high-level decision-making were rapidly and efficiently; public opinion guidance was practically effective.Finally, the author sums up the gains and losses which America drew from it and induces the relevant experience which can be used to improve China's crisis management system, including: timely crisis prevention; establishing efficient regimes and scientific institutions; better evaluation on crisis management; strengthening government's guide to mass media and necessary international cooperation.
