Dynamic changes of social features and administrative environment are important factors in clearing government functions and debugging roles. The basic functions of government clearly position on economic mediation, market supervision, social management and public services, and the latter two are attracting more and more attentions. Mass incidents crisis management is an important task for government to fulfill its social management and public service functions. As a basic requirements of sustaining the health, harmony, orderly and rational development of economy and society, mass public crisis management tends to meet an urgent need and ignores the superiority of crisis warning, which lead to numerous difficulties in fulfilling government functions, such as bounding to expand channels of governance in all-powerful government idea, neglecting crisis warning stage and early warning information payment platform construction, design and drills of crisis warning plan being challenged. The government should address the issue and status of group events early warning, and clear government’s target in group events early warnings.On the basis of the analysis of governmental ecological environment from three sights such as economic, politic and culture, and from the organizational advantages and weaknesses, external opportunities and challenges of the administrative environment, the paper analyses specifically the transformation strategic of government functions in group events early warning. Thus the governments take concrete policies under the direction of government functions strategic transformation strategic of mass public crisis early warning.The paper researches on the government’s targets and the status of group events early warnings by literature analysis and empirical analysis.Using SWOT analysis, the paper specifically analysis internal strengths(S) and weaknesses(W) of administrative environment, external opportunities(O) and threats(T) in the process of social transformation.
