Apprenticeship system is an important mode of cooperative development of vocational education between schools and enterprises,which promotes economic development and social progress.Since 12 th century,the apprenticeship system has taken root and sprouted in England,from the birth of the traditional apprenticeship to the decline to the revival of the modern apprenticeship system,which has undergone nearly a hundred years of reform and change.Up to now,the modern apprenticeship system in Britain has become the model of vocational education in the world,which can not be separated from the establishment of legal,institutional,financial and other security systems.The pilot work of modern apprenticeship in our country was put forward in 2014.Although it is different from the national conditions in politics,economy,culture and other fields in Britain,both countries have had the same difficulties in legislation.Therefore,the study on the legislation of British apprenticeship system has reference significance for our country’s modern apprenticeship system.Through the collection of relevant documents and legal policies of modern apprenticeship system in Britain,this study is based on the research of Chinese and foreign scholars.In order to understand the development focus of modern apprenticeship system in England,this paper makes a study on the legal policy of three legislative stages of modern apprenticeship system in England,and puts forward some suggestions for the pilot work of modern apprenticeship system in our country.In addition to the introduction,this study is divided into three parts:In the first part,the historical origin of British traditional apprenticeship system is analyzed.Originally from the rise of the handicraft industry.After that,the traditional apprenticeship system gradually declined with the development of capitalism and industrial revolution.After the introduction of the modern apprenticeship program,the apprenticeship system was redeveloped.Gradually formed the current framework system and organizational management mechanism.In the second part,the legislation of modern apprenticeship in Britain is comprehensively combed and divided into three stages.Preparatory phase(from World War II to 1993).After the industrial revolution,apprenticeship went into decline.The modern apprenticeship was proposed in 1993.In the middle of the time,the law on the construction of education,which involves the revival of the traditional apprenticeship system.So this stage is defined as the preparatory stage of modern apprenticeship legislation;Formative stage(1993 to 2012).The apprenticeship system of this stage began formally,and the special legislation for the apprenticeship system was introduced one after another;Development stage(2012 to present).In order to better developmodern apprenticeship,a series of reports and policies were issued after analyzing the information collected.The third part,according to the characteristics of legislation of modern apprenticeship system in different stages,the author concludes some characteristics of the legislative changes of modern apprenticeship system in Britain:The main body of legislation gradually increased,the content of legislation gradually refined and the legislative process gradually rigorous.And combined with the problems encountered in the implementation of the modern apprenticeship system in China,puts forward four enlightenments for the perfection of the modern apprenticeship system.First,perfect the corresponding legal policy of vocational education;The second is to adjust the organizational management system of the modern apprenticeship system;Third,clarify the position of relevant interest groups in the apprenticeship system;The fourth is to rebuild the vocational skills certification system.
