Research On The Safeguard Mechanism Of Supervisory Responsibilities At The Local Commission For Discipline Inspection

The "Decision" of the Third Plenary Session of the 18 th CPC Central Committee pointed out that to implement the responsibility system for the construction of a clean and honest government,the Party Committee shall bear the main responsibility,and the Disciplinary Commission shall assume the responsibility for supervision.The proposal of "two responsibilities" is a brand-new summary of the new experience of the collective leadership of the Central Party Committee in building a clean government,and combating corruption.It is a major innovation in the theory and practice of combating corruption and advocating honesty.In the new era of the Xi Jinping socialist ideology established by the Party's 19 th National Congress has laid down clear requirements for strengthening the Party's overall leadership,upholding the Party's responsibility for managing the Party,and comprehensively managing the Party strictly.The Commission for Discipline Inspection serves as the Party's internal supervision agency and it is of utmost importance to perform supervisory responsibility well.The local Commission for Discipline Inspection plays a key role as the "nerve endings" of breaking through the Party's "last mile" in implementing the requirements of the central and higher-level Commission for Discipline Inspection to fulfill its supervisory responsibilities.At present,the local Commission for Discipline Inspection still has many problems such as the unclear definition of “two responsibilities” and the ineffective implementation of supervisory responsibilities measures,and it is still imperfect to ensure that the local Disciplinary Commission's supervisory responsibilities are safeguarded.In the new era,the reform of Disciplinary Inspection and Supervision system is promoted to develop in depth.Under this background,this paper defines basic concepts such as the “ two responsibilities ” and the safeguard mechanism,as well as the basic theory of the power-restricted supervision theory and the theory of accountability within the Party,and combines the examples of L District to issue survey questionnaires,select typical towns to have interviews,investigate and access documents,and conduct research on the status quo of the implementation of the supervisory responsibility safeguard mechanism in the L District Commission for Discipline Inspection,sort out and implement the analysis and evaluation of the implementation of the supervisory responsibility safeguard system,and from the inside and outside,conclude the restriction factors implementing the supervisoryresponsibility safeguard mechanism for the L District Commission for Discipline Inspection.And then from this point of view,propose the rational measures that are conducive to the improvement of the local Disciplinary Commission's implementation of the supervisory responsibility of the safeguard mechanism.The main body of this paper is divided into six parts.The first chapter Introduction includes the background of the research,the purpose and significance of the research,the research summary,the research methods,the innovations and insufficiency of the paper.The second chapter Basic Concepts and Basic Theory includes two parts: basic concepts and basic theory.The third chapter Analysis of the status quo of the L District Commission for Discipline Inspection to implement the supervisory responsibility safeguard mechanism,including the investigation and analysis of the implementation of the supervisory responsibility safeguard mechanism of the L District Commission for Discipline Inspection,the safeguard system of the implementation of the supervisory responsibility of the L District Commission for Discipline Inspection and the overall evaluation of the L District Commission for Discipline Inspection of the supervisory responsibility safeguard mechanism.The fourth chapter the Restriction Factors of the Supervisory Responsibility Safeguard Mechanism of the L District Commission for Discipline Inspection carried out the analysis of two parts: the analysis of external restriction factors and the analysis of internal restriction factors.The fifth chapter Improving Measures taken by the local Commission for Discipline Inspection to Implement the Supervisory Responsibility Safeguard Mechanism includes the improvement of the external safeguard mechanism and the improvement of the internal safeguard mechanism.The sixth chapter is the Conclusion and Outlook.
