Comparative Study On Administrative System Of Regional Administrative Offices,Prefectural-level Cities,and Autonomous Prefectures

The rational establishment of the administrative system is the basic condition for the long-term stability of a country.After decades of exploration and development after the founding of the People's Republic of China,the country has formed a hierarchy of administrative establishments with the province-land-country-township level as the main form.Among them,administrative establishments located between the provincial and county levels are called local administrative formations.At present,China's prefectural-level administrative institutions include three types:regional administrative offices,prefecture-level cities,and autonomous prefectures.Looking at the long history,the setting of "province" and "county" has a long history in China,and the administrative systems at the provincial and county levels all show the characteristics of strong continuity and little change.As a constitution,the fuzzy legal establishment of the administrative structure at the district level has often become the focal point for the adjustment of the administrative system in various periods.Since the founding of the People's Republic of China,the administrative system at the county level has undergone a complicated process of change,which has also made it a difficult and hot issue for the study of the administrative system of local governments.In October 2017,the report of the Ninth National Congress of the Communist Party of China clearly stated that "Governmental authority at the provincial level and below should be given more autonomy".With the change of power structures and government functions,the local administrative formation system is undoubtedly once again at the forefront of reform.This article focuses on the theme of comparison of prefectural-level administrative establishments and takes the history of regional administrative offices,prefecture-level cities,and autonomous prefectures as the main line of development.Comprehensively use multidisciplinary theoretical knowledge,use documentary research,historical research,institutional analysis,and comparative research methods to create a panoramic view of the administrative construction of the regional administrative bureaus,prefecture-level cities,and autonomous prefectures,and then discover that prefectural-level administrative organizations have emerged Virtual reality,gradually changing the trajectory of the actualization.Through the comparison of the constituent elements of the administrative structure at the county level,it is found that the administrative establishment of the prefecture-level cities is relatively complete compared to the regional administrative bureaus and autonomous prefectures.Through in-depth analysis and comparison of the evolutionary logic of prefectural-level administrative establishment since the founding of the People's Republic of China,it has been found that the logic of the evolution of administrative formation at the prefecture level has in common that the power structure,government functions,technical means,and social concepts all influence changes in administrative structures at the local level.The important variables of the three,and the difference in the logic of the three evolutions lies in the logic of their respective primary evolution.Based on the above studies,the possible development directions of the local
