China's Reform Of The Local Administrative Level And The Provincial County

Local administrative hierarchy setting is an important component of the local administrative system. It's a significant strategy which is related to national prosperity and long-term stability, having a significant impact on the country's economic development, political stability and social progress. Today, a majority of countries set up fewer local administrative hierarchies to ensure the stability, efficiency, and order of the national administration. Countries of the world set up their own local administrative hierarchies depending on factors including politics, economy, history, culture, land area, transportation, communications, population size and density, and so on. Along with the high development of industrialization, urbanization, informationization, networking, and modern administrative technology, aiming at improving administrative efficiency and boosting economic development, to properly reduce local administrative hierarchies has become one of the important contents of the administrative system reform.Theoretical study on current local administrative hierarchy setting and"Province Governing County"mechanism has now become a trend and a hot topic in the discussion on Chinese administrative system reform. Greatly focusing on this issue, a large number of scholars, government officials, and the masses have joined in the discussion and research on local administrative hierarchy reform, and also raised multiple approaches and modes to stably push forward the"Province Governing County"mechanism.The existing problem relate to the inconsequence of the Hierarchy of Chinese Local Government at the present is: the provincial scope is too large, the level of management is too complicated, it spoiled the natural-economic territories. Etc. which cause the Hierarchy of Local Government is unaccommodated to the economic foundation apparently. Considering from the starting point, the author explores the issues about the Hierarchy Establishment of Chinese Local Government reasonably from the way of promoting the the development of the local economy and society. Which is to eliminate the malpractices existing in the present administrative hierarchy radically on how to create the conditions to realize the system about Province Governing Counties.The author for this article doesn't confine to the surface or the extensive part of the hotspots to probe the reform of the local administrative hierarchy. Instead, he forms his own frame about the province governing counties according to the actual conditions. It also reviewed and analyzed the course of change and development historically and the practical circumstances, showing some rules in the present local settlement form of the administrative hierarchy from each historical periods.It is concluded in the article that the time for the system of Province Directly Governing Counties has already been mature.
